Some features that make art good are emphasis, texture, color, and rhythm. Without theses qualities, artists wouldn't be able to accomplish the masterpieces they make.
No, the difficulty of the process does not effect the value of the artwork because no matter how hard or easy it may be, the artwork is still significant.

Yes, the difficulty of the process does increase the importance of the art. If it is more difficult, it takes more time which can incorporate more details of the art to make it seem more interesting.
